The purpose of the blueprint is to act as a framework
for strategic decision-making, providing common
terminology and objectives that can be used to
shape collaborative action. The layers of the blueprint
work together in a logical architecture to harness the power of AI and other emerging technologies
to create innovative intelligent economies. Beneath
each of the three layers is a set of nine strategic
objectives and enabling capabilities, which should
