City Council members should do as he suggested and consider only that question. And they should answer by voting to leave the guardrail in place. Perhaps only in Ashland could a situation so unusual transpire: Property owners building a house on a previously vacant lot down a steep embankment from Grandview Drive grew concerned when they learned that two cars had plunged off the road an onto the property. One was stopped by a tree; the other would have struck their home had it existed at the time. So the couple paid to install a guardrail to keep errant vehicles from leaving the road above their house. This was no small project; city engineers said it cost between $20,000 and $30,000. The property owners did not obtain a permit from the city, and the guardrail is in the public right-of-way. But city engineers say it was installed correctly and is in the right place, despite complaints from one neighbor that it encroaches on pedestrians and cycllists, posing a safety hazard from passing traffic. The city is considering adding a buffer for walkers and bikers, which would address that concern. Meanwhile, it makes little sense to insist on removing a guardrail that increases safety to avoid setting a precedent for something that is fairly unlikely to happen again.
