That was definitely the outcome Tuesday, when a violent thunderstorm dumped 1.6 inches of rain on Ashland, once again flooding downtown streets and shops. The Oregon Shakespeare Festival was hit and water 1 to 2 feet deep flowed down the front and back of shops on the Plaza, inundating the lower level of Mix bakery. We say "once again" in describing this flood because many in Ashland will well remember the flood of 1997 that inundated downtown and caused widespread damage. It seems the lessons learned from that event did not entirely pay off in dealing with this one. The owners of Mix were understandably unhappy that a "floodgate" built for this express purpose could not be engaged during the storm and that calls to the city's Public Works Department were met with a recording. It was not just a financial issue for them, but a safety issue as well, with a high-voltage oven threatened by the rising waters. A city official said that opening the floodgate could have led to more damage if the water had flowed in from the rising creek instead of flowing out of the Plaza. That brings into question the value of the floodgate in the first place. There are question to be asked and answered about whether systems and communications are adequate. And thanks to be given that while Mother Nature did prevail, people came out unscathed.
