Peter Buckley's decision not to seek a seventh term will be a disappointment to his supporters, but it shouldn't come as a surprise. As co-chairman of the budget-writing Joint Ways and Means Committee, he has one of the toughest jobs in the Legislature, one that is likely to be tougher than ever in the 2017 budget session. Buckley, 58, started his legislative career in 2004, winning the seat vacated by Alan Bates, who was elected to the state Senate that year. Buckley quickly made his mark in Salem, and his fellow Democrats elevated him to a leadership role in August 2005. He rose quickly, becoming chairman of the education committee and one of two assistant majority leaders in his second term, majority whip in 2008 and then the Ways and Means co-chairman. In the 2011 session, an evenly divided House meant neither party controlled committee assignments and legislation. Buckley and Rep. Dennis Richardson, R-Central Point, were joint House co-chairmen of the budget committee, a delicate balancing act that they pulled off. As Bates noted, Buckley has been "running a $30 billion budget for $20,000 a year." Under Oregon's tradition of "citizen legislators," lawmakers are not highly paid, and generally have other sources of income. But the Ways and Means post is virtually a full-time job, meaning Buckley has been unable to take on outside work between sessions. Buckley served ably during one of the worst recessions in state history, and managed it all with good humor. He will be missed.
