But even small changes can reap benefits, and the overall approach still makes sense for the city. In his Council Corner column in Tuesday's paper, Councilor Michael Morris outlined the steps that will be taken in the coming months to identify local sources of greenhouse gas emissions, appoint a citizen oversight group and a technical advisory group and set emission reduction targets. Initial implementation is planned for the spring of 2016 — just one year from now. Morris is right to caution against politicizing the effort or pitting factions against each other. He's also right that a city-level effort won't change the world. Those warning of the consequences of unchecked carbon emissions point to California, gripped by its lowest snowpack on record, as a harbinger of things to come. Southern Oregon, too, is facing a summer without the usual snow melt to keep reservoirs full and forests moist. Reducing the carbon footprint of one small city won't, by itself, reverse global climate change. But combined with the efforts of other communities, states and even individuals, those small steps can add up. And there are benefits beyond any effect on the climate: improved air quality, money saved from energy conservation, even new jobs in renewable energy production. The City Council's climate and energy plan deserves residents' support.
