While not on the council's agenda, encounters between pedestrians and aggressive deer is expected to come up during public comment near the beginning of the meeting. People who've experienced such encounters have called in social media postings and in the Tidings Voices pages for others with similar experiences to come to the meeting and tell the council what happened to them. The public forum period for items not on the agenda is limited to 15 minutes. The marijuana issue is near the end of the agenda. Possession of marijuana for recreational purposes became legal in Oregon as of July 1, but sales for recreational purposes is still illegal. Implementation of a regulatory regime allowing recreational sales is not expected until sometime in 2016. In the meantime, the state legislature approved a bill, which was signed into law by the governor, allowing medicinal marijuana dispensaries to sell marijuana for recreational purposes as of Oct. 1. Ashland has three medical marijuana dispensaries. The state law allows cities to prohibit such sales, which is why the item is on the agenda. City staff is seeking guidance from the council on whether it wants to ban such sales, which would also mean the city would not share in the 25 percent sales tax on recreational marijuana, as well as whether the city wants to regulate the growing and processing of recreational marijuana within city limits. The regular business meeting starts at 7 p.m. Tuesday, July 21, in the Council Chambers at 1175 E.
