The council is required to hold a public hearing before approving or amending the plan agreed to by the city Citizen Budget Committee. The council cannot amend the committee's recommendations by more than 10 percent in any one of the budget's 17 funds without sending it back to the committee. The total budget is up about 17.4 percent from the prior two-year budget that ends June 30. That was the first time the city used a biennial budget. The new budget year starts July 1. The city received nearly $238,000 in social service grant applications and must decide which of those it will fund. The city Housing and Human Service Commission put together its list of recommendations at a May 28 meeting. The water usage discussion involves city use of Talent Irrigation District water, which it has done in past years, and Medford Water Commission water through the Talent-Ashland-Phoenix (TAP) pipeline, which will be new option this year when work on the system is complete, expected around mid-August. Which water is used affects costs, water quality and the impact on agricultural users of TID irrigation water. The council meeting begins at 7 p.m. in the Council Chambers at 1175 E.
