The larger issue is a real one, however, and is already presenting problems for utilities and energy regulators on a state and regional level. If the city restricts outdoor growing to reduce odors and other complaints, that might prompt residents to grow indoors, and power use could increase. Even growing four plants indoors — the amount allowed under the new law — takes as much power as 29 refrigerators, according to an energy attorney representing utility companies. But individuals growing for themselves may find it less expensive to buy marijuana from a retail outlet than to pay higher power bills. It's hard to see how a savvy commercial grower would choose to pay enormous power bills in Southern Oregon, where the climate is well suited to outdoor growing. Even if someone wanted to launch a major indoor operation here, that should be a zoning issue. If the city doesn't permit other large-scale commercial ventures in residential zones, why would it allow commercial marijuana growing? On a regional basis, power use by growers is a real concern: The Northwest Power and Conservation Council estimates that by 2035, indoor growers will use 250 megawatts of power — more than the entire city of Eugene. Officials in Colorado and Washington are already wrestling with the issue.
