Ashland needs to adjust its development strategy to accommodate the kind of growth the city has decided it wants — that is, if it has decided what it wants. The city has long resisted expanding its boundaries, relying instead on infill to accommodate a growing population. That has had the inevitable consequence of driving up housing prices. Families with children increasingly chose to live elsewhere, causing school enrollment to drop and forcing the school district to consolidate and close elementary schools. The mayor says he wants to encourage more family-friendly housing developments, meaning more homes with at least three bedrooms and adjacent yard space. But if the price of that housing remains out of reach of most families, it won't reverse the downward trend in school enrollment. If growth is to occur only within existing city boundaries, developers must be encouraged to build up, not out. That means taller buildings, despite the resistance to that idea among some city residents. The new development on Lithia Way is one example of mixing housing units with commercial space, another adjustment that must be made going forward. Having a vibrant, growing community means making it accessible to a wide range of people, including young families with school-age children. Making that happen will be difficult if housing prices remain far above those in the rest of the county.
