Send a letter to the editor at www.dailytidings.com/sendletter . » Social News Ashland Police patrol officer Jamie Broome has been chosen as the 2014 Driving Under the Influence of Intoxicants (DUII) Enforcement Officer of the Year for Oregon.  Broome, 29, has become a drug recognition officer during his five years with APD and notes, “It’s a passion of mine, keeping the road safe, helping prevent people’s lives from being needlessly lost.”  The award usually goes to Oregon State Police so, says Broome, “I was honored just to be nominated, but to actually win, I’m beyond words. I’m touched and humbled.”  The award is from the Oregon DUII Multi-Disciplinary Training Task Force, whose mission is “to provide training and consultation to state, local, community and professional partners involved in the deterrence of impaired driving.”  Broome works the night shift Friday through Monday, the prime window for DUII offenses, and has become skilled at spotting drivers under the influence, he says.  “You look for the little things, going too slow, too fast, not staying in their lane, missing a signal, avoiding being behind a police car,” he notes. “It can start from a minor traffic violation, then there are the signs of watery or bloodshot eyes, slurred speech, the smell of alcohol, fumbling with registration and insurance documents, involuntary jerking of the eyes when trying to follow the finger.  “I don’t have a technique. It’s a matter of time and experience, developing a strong understanding of what the different forms of intoxication look like. Alcohol, of course, is the most common and is the most widely abused drug in the United States.”  Broome is often called in on other arrests, when a driver is determined to be under the influence but it’s not alcohol. As a Drug Recognition Expert he is sought to do a 12-step protocol, even checking biological signs, such as blood pressure, temperature and eye movement. He is also able to rule out medical conditions.  His DUII work is a critical service, he says, something a lot of first-time DUII drivers realize when they are offered a diversion program that includes a Victim Impact Panel. Here, they listen to the stories of families who have lost a loved one to a drunk driver.  “It’s an eye-opening experience to hear what it’s like for people on the other side of the problem,” he says.  Adding to the urgency of nabbing DUII drivers, he says, is the study that showed the average first-time arrestee has driven drunk 80 times before.  Broome is a graduate of North Medford High School. He was in the Air Force Military Police and a reserve deputy in Central Oregon. He is married with two children.  The award is presented to a sworn police officer from a city police department, county sheriff’s office or the OSP who is either active in DUII enforcement or was instrumental in establishing, promoting, or supervising a unique or effective DUII enforcement program.
