order to show cause why he ehould not be deported and
charging Gambino an being a National ct Italy who entered

August 6, 1958, and posted a $10,000 bond. He was released
until September 3, 1958, when INS Scheduled I hearing, but
on that day the hearing was poetponed because or Gambino&#39;e

Hearing," appearing in the "New York Times" ct November 4,
1958, reports that Carlo Gumbino was taken ill at the etart
of his INS deportation hearing, November 3, 1958. The article
relates that Gambino was taken in a wheel chairtrom the
hearing room at INS, 70 Columbus Avenue, New York City, to
an ambulance and was subsequently admitted to the-
Flower-Fifth Avenue Hospital, New York City, where he had
previouely been treated for heart trouble.
The "New York Daily Mirror 0! November 15, 1957,
contains an article wherein it etatee that "62 top leaders -
of the dreaded Haiia, ruling crime Iyndicate of the US, were
on November 14, 1957, during a top-echelon conclave called
to deal with mounting official pressure on their lucrative
strangle hold on the nation&#39;a puree." According to the article,

Immigration and Naturalization servi O ColumbusAvenue, New York City, advised SA on December
6, 1957, that CARLO GAMINO entere e ates on
December 23, 1921, at Norfolk, Virginia, as a stowauay aboard
the SS VINCENZO FLORIO.
Mr. STRAPP advised that on July 29, 1935, GAMBINO
was granted a pre-examiner&#39;s hearing at the United States
Consulate, Montreal, Canada, and was refused a visa. GAMBINO
re-entered the United States at Rouses Point, NewPYork,-
on July 29, 1935. He was pre-examined by a Board of Inquiry
at Houses Point, New York, and re-entry was granted.
according to r. STRAFP, a warrant of arrest was issued
on November 13, 1936 against GAMBINO, charging entry at a portsubsequent to July 29, 1935, at which time he was not in
possession of a visa. On Januaryi, 1937, the warrant which
was issued on November 13, 1936, was cancelled by an authorized
officer.

STRAPP informed that the INS obtained on
1957, a warrant for the arrest of CARLO GAMBINO
with violation of Section 241A1 of INS Act of
1952, with an order to she! cause shy he should
not be deported, and charging GAMBINO as being a National or
Italy, who entered the United States on December 23, 1921,at
Norfolk, Virginia, as a stowaway on the SS VINCENT FLORIA.
Mr. STRAPP stated that INS warrant has not been
served because subject GAMBINO is presently in the Flower
Hospital, 5th Avenue and 105th Street, New York City, for a
heart operation.

released on bail until September 3, 1958, when Ins had
scheduled a hearing.

INS Headquarters on September 3, 1958, with a medical
certificate from Dr. ALPHONSO A. LOMBARDI, 101 East 105th

GANBINO was suffering from a heart condition stated
that because of this medical certificate, INS the
hearing until October 2, 1958. -

Hearing", appearing in the "New York Times" ofNovember R,
1958, reports that CARLO GAMBINO was taken ill at the start
of his INS deportation hearing, November 3, 1958. The
article reflects that GAMBINO was taken in a wheel chair
from the hearing room at INS, 70 Columbus Avenue, New York
City, to an ambulance and was subsequently admitted to the
Flower-Fifth Avenue Hospital, New York City, where he had
previously been treated for heart trouble.

lative committee on Government operations on January 9, 1958,at Albany, New York, rearding the meeting held at Apalachin,

meeting as reports from Apaleehin indicated that at least
three narcotic violators or major importance were present.

nation obtained from a Bureau of Narcotics source
indicated that CARLO GAMBINO travelled clandestinelyto Palermo, Sicily, where he gained his brother,PAUL  GAMBINO!, who had fled o Italy to avoid pros-
ecution in a_Federal alcohol tax case. The GAMBINOS
were reported to exercise control of the narcotic
smuggling activities between the Mafia element in
Palermo and the United States on behalf of SALNRTORE
LUCANIA and during 19MB, both GAMBINO brothers met
with LUCANIA at te home of their relatives in Palerr
Sicily.

sted for violation of Internal Revenue Laws
of the United States involving the sale of non-tax paid
alcohol. I &#39;
The subject was arrested with nine other
individuals and their Criminal Docket Number 7607, in
United States District Court, Federal Building, New York
City, 1t- reflected that the subject was tried, found
guilty May l, 1939. On January 31, 1940, United States
Court of Appeals reversed the judgment and ordered a new
trial. _ -
&#39; On June 9, l9Hl, subject was again tried, was
found guilty on June 12, l9Hl, sentenced to pay; fine
of $1,000.00, sentence of one year suspended, probation
five years June 17, 1941. The sentence was amended
for imprisonment of tern eleven months and 29 days
suspended.
The files of ATTU, New York City, as reviewed
in December, 1957, under case number 4215M, reflected
that the subject and 29 others were indicted 1H.Fhe Eastern
District of New York, in connection with a bootleg alcohol
operation. The indictments were subsequently dismissed
on February 7, l9H0, when it was conceded by the United
States Attorney that the indictments were based on wire
tapping evidence.

On October 28, 1957, CARLO GAMBINO of 2230 Ocean
Parkwa te er Dewey 9-1297, telephonically advisedbu SAA  e refused to be interviewed regardingthe e books and records of the Peggy Ann
Dress company inasmuch as he had already testified before the
Federal Grand Jury, Southern District of New York, concerning
his interests in the garment industry, and he felt he could
furnish no further information.
On April 2, 1958, GAMBINO was contacted by Agents of
the Miami Division of the FBI at the Colonial Inn, 181st Street
and Collins Avenue, North Miami Beach, Florida. He stated he
is still not well and declined to be interviewed. He said he
does not intend to make any statements if he were interviewed.

Examination of the cervical spine was made in multiple
projections. There is noted diffuse hypertropic changes
throughout tne carvical spine, particularly at the level
of the sixth and seventn carvical vertebrae. The
intervartebral disc spaces are normal, as well as the
interpedicular distances. There is no other evidence of
osteal or periosteal pathology. There is noted some
straightening of the normal carvical lordosis. _

Sinus rhythm, rate TH.
Grade I AV Block: PR-2 equals 0.2% sec.
Right BB Block of broad S1 type with someright axis
deviation. There are typical changes including evidence
of late activation in the chest leads on the right.

As compared to the record of November 2, 1960:
In thU earlier record there is a slight degree of Grade I
fi d AV Block sith PR2 averaging 0,2 sec. Today I n
1 with a PR interval as short as 0.20 sec. one Comp cx
but others vary up to o.2c sec. and seem to average
0.22 sec. I believe that AV conduction is subnormal and
the condition is about the same.
Again there is right BB Block of broad S1 type with some
&#39;  seem aboutright axis deviation and again these features
re before. Again there are low R waves me same.as they we
in vs particularly which strangly suggest a coronary
background as I do not believe these can be explained as
incidental to the zone of transition although that could
patient is getting digitalis but I be a factor. The
do not note any changes duo to the drug which can be
identified specifically.
Evidence of myocardial abnormality: 2
Infarction: A coronary background is
before but I am unable to see changes which might suggest
active process. However we must remember that any an
form of BB Block might mash such a process.plus to 3 plus.

Some damage in the septal region is probably involving
both the main stem and the Right BB Branch. However the
presence of right axis deviation with a right BB
Block is further abnormality and might be evidence of A
some tight sided strain. As compared to November 3, 1960:
I believe there is a little more sagging of the RS-T
segment in II and again in AVF which presumably is a
digitalis effect. Chest leads show minor differences
but the overall pattern is about the same.
Evidence of myocardial abnormality: 2 plus - 3 plus:
Heart block of two types due to degenerative arterioaclerotic
diseases including coronary changes.
Electrocardiogram: November 16, 1960
Sinus rhythm rate 66-70.
There is no definite axis deviation.
Grade I AV Block: PR-2 ehuals 0.22 sec.
Right BB Block of broad 5; type.
Some evidence of a digitalis effect, presumably
responsible for instances for the lowering of RS~T
in II. Also the drug probably makes some of the T
waves a little smaller than they otherwise would be.
Chest leads from the right show the characteristic
evidence of late activation of the right ventricle. Beyond
this the chest leads on the left show a little more
depression of H5-T and T in V5 and V6 which is presumably
a drug effect.
Infarction: A coronary background would appear probably
but cannot be proven by this record.
Evidence of myocardial abnormality: E plus - 3 plus.

be relatively long for this dominant rate but still is

As compared to the last record of November 16, 1960:
In the standard limb leads the R wave is smaller in II
and the S wave broader with a different type of slurring
and lowering of the RST segments. However,the patient
is getting digitalis which might account for this RS-T
depression. Two ventricular extra-systoles are recorded
in III.
Tneaugmented limb leads do not show any new change
except in AVF where the QRS group is smaller and the
RST segment still depressed and here again we may suspect
digitalis.
In the chest leads we do note changes with more definite
elevation of BS-T in V2 and V3 although in V3 the T
wave is more definitely upright. Beyond this the
broad S waves are seen in V5 and V6 but are simply
characteristic of the right BB Block. Depression of
RST in V6 may again be due to digitalis.
l. The BB Block in this case developed some time between
March 2nd, 1960 and July 22, 1960 and this development
during a period of observation is strong evidence of
degenerative heart disease and not the simple benign
type of Right BB Block which we find in routine health
examinations in subjects otherwise apparently normal.
2. Depression of the T waves in chest leads from the
last is of course incidental to the BB Block of this type.
Also elevation of RS-T seems to have been a fairly
constant feature in V2 and V3 and this series and is not
a fresh development since November 16, 1960 although
it seems to be getting more marked. This has a rather
coronary appearance and might point to subandocardial
or anterior ischemic damage but as it is not entirely
a new finding, we must be cautious in assigning
significance to it.
3. The low RS-T segment would rather suggest coronary
insufficiency or subandocardial ischemia but here we are
dealing with digitalis administration which could well
acc0unt_for this change. &#39;

The record is changing and seems to be coming more
slurred with lower amplitude in some leads and this
gives the impression of an acute degenerated change.
Nothing is entirely typical because largely of the
BB Block but an acute process which probably is chiefly
anterior is suggested.
Evidence of myocardial abnormality: 3 plus to 4 plus.
Infarction: An acute coronary process would appear
quite possible if not probable and may well be anterior
in location.
Electrocardiogram: November 28, 19cc
Sinus rhythm, rate 82-85,
Grade I.AV Block: PR-2 equals 0.23 sec.
There is a little right axis deviation.
The overall appearance of this record is fairly
similar to the last one of November 22nd and includes
particularly the changes due to right BB Block of
broad 51 type. At present we may note the following:
The PR interval was normal on November 22nd and is now
proloned up to 0.23 sec,, a slight degree of Grade I
AV Block. However PH time of 0.22 sec. W53 noted
on November lotn. In any event this could well be a
digitalis eiiect but the patient is getting more
digitalis day by day and actually prolongation of PR
up to 0.2M sec. was seen earlier in this series.
Therefore a damage in the septal region would appear
probable. -

November 22nd, and here I suspect that we are dealing
with a coronary change. Whether or not it has come
down as the result of digitalis or natural evolution
cannot of course be determined but as noted, I have
suspected some ischemic damage anterior in location.
Beyond this the chest leads seem to be fairly similar
to what they were and the same remarks apply to thh
record as noted in regard to the preceeding one.

and Naturalization Service hearing board. Doctor
LOMBARDI&#39;s statement in part is as follows:
_ Considering Mr. GAMBINOs generally poor
condition, I would strongly advise against any such
readmission and reinvestigation. As you know, he
apparently was thoroughly investigated for quite some
time at the Public Health Hospital only recently in
August, 1960. After his discharge from the hospital
after that investigation, his chest pain, cardiac status
and general condition worsened to a degree requiring
furtner»hospitalization soon after, under my care,
at the Flower and Fifth Avenue Hospital for a period of
almost two months until December, 1960,
For a time during this cardiac attack, the
outcome as far as his life was concerned was in doubt.
