According to an affidavit filed by Central Point police in Jackson County Circuit Court, Frank Eugene Stegeman, 53, targeted the 28-year-old man after he saw him win $300 the night of July 5 at a Purple Parrot in town. Stegeman, who has prior felony convictions for possession of methamphetamine and identity theft, allegedly asked Lacee Rae Kinghorn, 24, which direction the victim was going to take to walk her home, saying he planned to rob the man. Kinghorn told police she thought Stegeman was joking but told police she didn't warn the victim of his intentions, the affidavit says. Stegeman allegedly confronted the pair near Crater High School wearing a skull mask and brandishing a stun gun, demanding all of the victim's money. Police arrested Stegeman Tuesday after a search of his house and travel trailer allegedly turned up a skull mask and two stun guns. The affidavit says Stegeman denied any involvement with the robbery when interviewed by police. Court records show Kinghorn, who's currently facing heroin possession and identity theft charges in a separate case, was cited for two counts of second-degree robbery and released pending trial. Stegeman has been charged with two counts of second-degree robbery, unlawful use of a weapon and menacing. If convicted of second-degree robbery, Stegeman and Kinghorn face a mandatory minimum sentence of 70 months in prison under Measure 11 sentencing guidelines.
