John Kipp, 62, of White City, drove his Chevy Silverado south in the northbound lanes at about 5:40 a.m. Tuesday near milepost 32. He smashed into a Dodge Intrepid driven by 37-year-old Norman Anderson of Medford, OSP reported. Both Kipp and Anderson were transported to Asante Rogue Regional Medical Center with injuries, according to OSP. Kipp remained there in serious condition. Anderson, also in serious condition, was transported to Oregon Health & Science University in Portland, hospital officials said. OSP spokesman Lt. Bill Fugate said in an email that Kipp made "admissions to methamphetamine use," but that toxicology reports are still pending. "Criminal charges are pending the completion of the investigation," an OSP news release said. Court records showed Kipp has two convictions for methamphetamine possession out of Washington County in 2013 and 2014. Medford Fire-Rescue acting Battalion Chief Randy Green said both drivers had to be extricated from the vehicles because of the severity of the damage. Firefighters spent about 20 minutes on just one of the extrications. "Very delicate situation," Green said. The Oregon Department of Transportation and OSP had a detour in place at exit 30 for more than two hours, with northbound drivers needing to exit the freeway there until it reopened at about 8:15 a.m. Jackson County Sheriff's Department and Central Point police assisted. Between 2010 and 2014, ODOT officials said nine wrong-way crashes occurred on the I-5 stretch between milepost 61 and the California border. The crashes resulted in three deaths and three serious injuries. Seven of those crashes occurred on the freeway, while two occurred on connections to the highway. In March 2014, a crash near Phoenix killed off-duty 911 dispatcher Karen Greenstein of Ashland. The driver who caused that crash, 45-year-old Richard Webster Scott of Grants Pass, remains in custody in Medford pending trial on a charge of first-degree manslaughter.
