Oregon Road Conditions & Cams Email Story to a Friend April 4, 2006 Police active in Phoenix again, under sheriff’s rule By SARAH LEMON Mail Tribune PHOENIX — Police officers are back on the road here but still working for the Jackson County Sheriff’s Department. "We’re holding down the fort," Sheriff Mike Winters said at the city’s Police Department Monday. The Phoenix patrol contingent Monday afternoon consisted of one Phoenix officer, one sheriff’s deputy and a "combined team" of a Phoenix officer and deputy riding together, said Millie Tirapelle, director of Southern Oregon Regional Communications, which dispatches for the Sheriff’s Department, Phoenix and a number of the county’s small towns and fire districts. Winters’ office took over the Police Department’s administrative duties, pulling officers off the street, after Bob Kershaw, 64, resigned as police chief last week. Kershaw was arrested March 28 amid allegations of forgery and tampering with police documents concerning a criminal case against his son, Andrew Kershaw, and a Phoenix reserve officer, Steven Odom. Phoenix and Talent police on Jan. 27 found marijuana and alcohol at Bob Kershaw’s former home, where Andrew Kershaw and Odom were partying with several minors, the sheriff said. Officers initially were called to the residence — in the 4300 block of Dark Hollow Road — to look for a missing juvenile believed to be there. Advertisement Kershaw took the lead in the investigation and, according to Winters, reluctantly turned the case over to his department about two weeks later. However, the reports allegedly had been changed, and some portions implicating Andrew Kershaw had been deleted, Winters said. No charges have been filed against Odom or Andrew Kershaw. The Oregon Department of Justice was investigating Kershaw’s actions Monday and had reached no conclusions in the case, said spokesman Kevin Neely. The Police Department, which was closed to the public immediately following Kershaw’s resignation, was reopened Monday. Records clerk Michael Webber said the office was shut down last week because he was on vacation. But any calls to the police department Monday still were referred to the Sheriff’s Department, Webber said.
