Dr. Alan Kadish, the head naturopathic physician at Center of Health, 2612 E. Barnett Road, violated Oregon law by falsely advertising his practice and himself in 15 different instances, and preparing to administer a method of medicine that he was not certified to use. Kadish did not return several calls requesting comment. But the Center of Health faxed a statement saying the practice will remain open under the direction of naturopathic physician Dr. Zack Allen, and that Kadish will remain active in naturopathic research and education after his suspension begins on Feb. 1, 2011. Anne Walsh, executive director of the OBNM, said the board chose not to suspend Kadish's license immediately because it did not qualify as an emergency suspension. "The board determined to do that in order for him to get his practice settled ... or conclude ongoing treatment with his current patients," she said. An investigation into Kadish's practice was initiated on Oct. 19, 2009, after the board received complaints from at least four of Kadish's patients and the Medford Costco pharmacy throughout that year. The board's investigation determined that from 2006 through 2009, Kadish had made "untrue, improper, misleading, or deceptive statements in advertising ... by representing that he is a medical specialist or practices a medical specialty." It also found that Kadish had listed his practice in the Qwest Dex phone directory for Medford and Ashland in sections that are reserved for Doctor of Osteopathy and Medical Doctor listings. Kadish also listed his expired naturopathic medicine license from Arizona on his practice's website, centerofhealth.com , as a credential in 2008 and 2009, the consent order said. Medford resident Mike Miles, 58, was a patient of Kadish's in 2009, and one of the individuals who filed a complaint against Kadish with the state board. Miles, who was eventually diagnosed with low testosterone levels by Kadish and other doctors, said he started looking through the Yellow Pages for a doctor when he found Kadish under the specialist advertising. "I called and asked the woman at the front desk if they could administer any drug a medical doctor could, and she said, 'well, he's a doctor,'" Miles said. Kadish prescribed an off-label drug, Arimidex, to treat Miles' low testosterone levels, a prescription that is primarily used to lower estrogen levels in postmenopausal women. Miles said when he went to fill the prescription at the Costco pharmacy in Medford, the pharmacist refused. Miles said he persuaded him to fill it, but the pharmacist later filed a complaint against Kadish with the state board. In addition to the false advertising, Kadish was also disciplined for preparing to administer chelation therapy to one of his patients, who later filed a complaint against him. Chelation therapy is the technique of introducing chelating agents into the circulatory system to remove heavy metals from the body. The Dec. 9, 2010, consent order is not the first time the board has taken disciplinary action against Kadish. In 2004, Kadish was ordered to pay $8,000 for prescribing a drug not approved by the board in eight separate instances. He was also required to turn in all of his prescriptions to the board for it to review during the following year. In 1999 Kadish was ordered to pay a $500 fine after he prescribed prilosec to one of his patients, a drug not approved by the board. In addition to the $15,000 fine and one-year suspension from his most recent settlement agreement, Kadish will remain on probation for 10 years, during which he must abide by all laws in chapter 685 of the Oregon Revised Statutes and chapter 850 of the Oregon Administrative Rules. Also, he is required to complete 12 additional hours to the 40 hours required for renewal of his license after Feb. 1, 2012. He must also pass the board's jurisprudence examination before the suspension is lifted. Walsh said she could not comment on what type of punishment the board might hand down if Kadish does not abide by the terms of the settlement agreement. Reach reporter Sam Wheeler at 541-776-4468.
