Jesse Jacob Ruiz, 21, no current address, is held in the Jackson County Jail on charges of second-degree assault, third-degree sexual abuse, fourth-degree assault and unlawful delivery of marijuana, according to jail records. His bail is set at $1 million. Investigators have declined to release the girl's age, though they described her as being in her early teens. A grand jury indicted Ruiz on those charges Aug. 26, court records show. Medford police arrested him on that warrant when officers came across him Tuesday morning after a woman reported seeing him breaking into a co-worker's car in the first block of West Sixth Street when she arrived at work. Another of her co-workers followed the man and snapped several pictures on his cellphone. Medford police arrested Ruiz, whom they refer to as a "frequent flier," on Tenth Street about two hours later. They have since been able to link him to four car break-ins around town based on several items Ruiz had in his backpack that matched items reported stolen from vehicles this week, including a hatchet, cash, a tape measure and binoculars. "He had a lot of property on him. Quite a bit," Medford police Lt. Mike Budreau said. Medford detectives were able to link him to a fifth break-in from May when he allegedly stole a Nintendo video game console and pawned it, Budreau said. Jackson County Sheriff's Department investigators reported Ruiz met the girl at a Shady Cove park June 29. Detectives said he gave her marijuana, then assaulted her while she was intoxicated at a separate location. Time of day and where the assault occurred were not available. The indictment said Ruiz attacked her "by heating the light bulb and using it to burn the victim." The document also alleges Ruiz touched the girl on her breast and buttocks during the assault. Ruiz has few criminal convictions in Jackson County, court records show. He was charged with first-degree burglary in 2013, but the charge was dismissed. He pleaded guilty to a first-degree theft charge in 2014 in exchange for the felony being treated as a misdemeanor during sentencing. Sheriff's department detectives said they are still investigating the June case and want to talk to witnesses to the alleged assault or anyone with additional information.
