POLITICS Candidate files false statements Art Krueger is running for Senate District 3 By Damian Mann Mail Tribune MailTribune.com By Damian Mann Mail Tribune Posted Sep. 3, 2014 @ 5:02 pm By Damian Mann Mail Tribune Posted Sep. 3, 2014 @ 5:02 pm » Social News A Pacific Green Party candidate who is running for the Senate seat now held by Alan Bates provided false information to the Oregon Secretary of State’s Office about his prior political experience. Arthur H. “Art” Krueger indicated he was a city councilor in both Jacksonville and in Auburn, Calif., on the Secretary of State’s website, but neither city has any record of him serving in office. Krueger, 78, of Jacksonville, filed his candidacy on Aug. 25 for the Senate District 3 seat against incumbent Bates, D-Medford, and Dave Dotterrer, R-Ashland. When contacted about the discrepancies Wednesday, Krueger acknowledged it was incorrect to say he had served on the Jacksonville City Council. “I wasn’t actually on the City Council but a liaison from the Planning Commission,” Krueger said. Krueger did serve on the Jacksonville Planning Commission, but the city doesn’t have a liaison position for a planning commissioner to serve on the council. Instead, a councilor is selected to serve as liaison to the Planning Commission. Amy Lind at the Auburn City Clerk’s Office provided the minutes of council meetings that had no record of an Art or Arthur Krueger serving on the City Council from 1980 to 1992, even though Krueger at first insisted he was on the council in the early 1980s. In the list, the only name that was similar was an Art Cox, but Krueger said it wasn’t him and that he hadn’t changed his name. Lind also provided a list of all mayors and city councilors back to 1888 that also showed no record of an Arthur Krueger. When first contacted Wednesday, Krueger said he thought he was appointed to the Auburn council around the same time as O.C. Taylor, who was both mayor and councilor in Auburn. However, Taylor was first elected in 1990 and served through the '90s. He died earlier this year. In a follow-up call to Krueger, he said he acknowledged he was unsure whether he had served on the council in Auburn, though he thinks he might have served in some kind of advisory capacity. “I can’t remember if I was actually appointed or not,” Krueger said. “I have to say, no, I was not elected to the City Council.” Krueger also stated on the Oregon Secretary of State’s website that he went to Auburn Union High School. However, the school is actually called Placer High School in the Placer Union High School District. Tony Green, spokesman for the Oregon Secretary of State's Office, said he couldn’t speak about the legalities of a specific candidate’s statements. He said the secretary of state will investigate complaints lodged against a candidate. Green referred to provisions in the state Oregon Revised Statutes that apply to candidates providing false information. Under ORS 251.085, “The candidate's statement shall begin with a summary of the following: Occupation, educational and occupational background, and prior governmental experience.”  Prohibited conduct regarding candidates is listed under ORS 260.715: “A person may not knowingly make a false statement, oath or affidavit when a statement, oath or affidavit is required under the election laws.” Green said, “There are potential criminal charges for filing certain false information in the voter’s pamphlet.” Krueger said he understood the importance of providing accurate information regarding his background, particularly when the information will be used by the public. He said that he felt rushed trying to get everything together with the Pacific Green Party to file his candidacy so late in the election season. “We had a last-minute meeting in Corvallis,” he said. “We went through my history and background and they decided I was their man. I was willing to stick my neck out and do it.” Krueger said he thinks there might have been some confusion about his background that he didn’t clarify well enough. He said he also realizes that it’s a problem to put out the wrong information about his background, particularly on an official website that is viewed by voters. A lifelong “green” supporter, Krueger said he didn’t think he had much of a chance of winning and was worried that his candidacy might hurt Bates’ prospects of getting re-elected by siphoning off votes from Democrats. “I don’t care if I get pulled off of this race,” he said. Blair Bobier, spokesman for the Pacific Green Party, said it is the candidate’s responsibility to fill out the paperwork that is filed with the Secretary of State’s Office. “We take these issues seriously and will investigate fully and take all proper action as necessary,” he said.
