Texas fugitives won't fight extradition Two Texas fugitives waived their extradition rights Monday in Medford, paving the way for their return home to face murder charges. Joshua James Barlow, 27, and Stephanie Ann Martin, 28, admitted in Jackson County Circuit Court Monday that they are the two suspects in an Aug. 13 murder of a man in Texarkana, Texas. Texas now has 15 days to take custody of the pair and return them to Texas, where they face felony first-degree murder charges, prosecutor Michael Thornicroft said following Monday's hearing. Judge Patricia Crain set bail at $1 million each, then returned Barlow and Martin to the Jackson County Jail. A Medford SWAT team arrested the fugitives Friday at the Oakdale Avenue residence of a woman who befriended Barlow in Texas. The couple, who were using aliases, had been in Medford a week. They were arrested on the fugitive warrants, and no local charges are pending against Barlow or Martin, Thornicroft said. Texas authorities allege that Barlow on Aug. 13 robbed and shot to death William Franklin Norris, whose body was found the following day about 80 yards inside the Texas-Arkansas border. Police in Texas identified Martin as romantically involved with both men. She allegedly was present when Norris was shot, but detectives declined to elaborate on how they believe she was involved.
