Witnesses at the Dec. 16 party say James Josiah Low, 21, was being attacked when he hit the men. The accident occurred when he was trying to escape in his car, Jackson County sheriff's Sgt. Colin Fagan said. "He feels bad about what happened," Fagan added. "We feel he did not knowingly run those guys over." Investigators are still trying to identify who was assaulting Low, whose last known address was the first block of Attix Circle in Central Point. Fagan said no one at the early-morning party at the intersection of 29th Street and Avenue C is coming forward with names. Jesse Raymond Ward, of White City, remains hospitalized with a broken vertebrae, severely injured hand, broken pelvis and broken ribs. He faces a long recovery, said his aunt Denise Anderson. Advertisement "Jesse is a body builder who works out a lot," she said. "(Doctors) said if he didn't have the muscle mass to protect him he wouldn't be here." Also injured was Jacob Michael Barnett, 23, of White City. Fagan said the hit-and-run charge stemmed from Low's admitting that he knew he had run over someone while speeding from the party. Had he stayed at the scene and not fled, forcing police to hunt him down, he may not have been charged. He also faces a misdemeanor hit-and-run charge. This was not Low's first vehicle-related offense. Last year he was convicted of driving under the influence of intoxicants and driving with a suspended license, according to court records.
