Mark Edward Winstead, 43, of the 3000 block of Alameda Street, Medford, was charged with third-degree sexual abuse and lodged Wednesday in the Jackson County Jail on $4,000 bail. Medford police described the abuse as "sexual touching." He posted bail and was released, according to jail records. Cascade Christian Principal Devon Rickabaugh said Winstead, who was assistant coach of the girls soccer team at the high school for three years, will not be hired back as a coach at the high school. "The employment (of Winstead) is throughout the soccer season, so at the end of a season you are no longer employed with us ... however, he will not be employed with us again," Rickabaugh said. "As soon as we became aware of the situation, we took the appropriate steps immediately and are fully cooperating with local law enforcement." In an email, Cascade Christian head girls soccer coach Mick Power said he was "shocked to the core" when he heard about Winstead's alleged misconduct. Power referred to the high school's administration for further comment. The alleged single act of sex abuse occurred between Winstead and the student in a vehicle off the high school's campus, Medford police Lt. Mike Budreau said. "It was not forced," Budreau said. "However, the victim cannot consent when they are under 18 ... he obviously had a position of authority over her, because she was a player on the soccer team." Police were made aware of the alleged misconduct in December by a parent of one of the victim's friends, Budreau said. He said the alleged incident occurred during the 2013 soccer season. Police interviewed Winstead Wednesday before arresting him, Budreau said. "He (Winstead ) wasn't uncooperative. He did provide a statement ... it wasn't an outright confession," Budreausaid. Third-degree sexual abuse is a Class A misdemeanor in Oregon. Winstead does not have a criminal history in Jackson County, online Oregon Judicial Department records show. "We take seriously the safety of our students and the trust our parents have imparted to us to care and teach their children," Rickabaugh said. "We require yearly staff child abuse identification and prevention training and provide on-site training through DHS (Department of Human Services). ... (Winstead) had passed appropriate background checks and attended child abuse prevention training." Rickabaugh said in addition to firing Winstead, the school will follow up with the student involved.
