The photo shows a man and two smiling teens standing at a viewpoint under the Bend area waterfall. Brett Nelson, the Prineville outdoors enthusiast who shared the photo on Facebook, said the trio took a break from defacing public property to pose. "Then they just turned around and finished their work, like it was an art project," he said. They had been etching their names into a metal railing at the falls overlook. When Nelson asked them to stop, they refused. Angered, Nelson posted the photo to Facebook, hoping friends or family might recognize the culprits. At that time, he had no idea what it meant to go "viral." The Oregonian broke the story of the encounter, which has since sparked outrage among outdoor lovers the world over. Three days since the vandals spoiled Nelson's hike, the photo has been shared tens of thousands of times on Facebook, ricocheting onto other social media channels in the process. Nelson's phone is ringing off the hook with interview requests from local and national media outlets. While he tries to keep up with all the unexpected attention, Nelson is sifting through an inbox full of tips. He thinks he has pinpointed the suspect, he said, but "I'm waiting for the proper channels." Kassidy Kern, a spokeswoman for the Deschutes National Forest, said the forest's law enforcement team is working with Nelson to vett the tips. "Because it's an open investigation, we're not going to make a lot of comments until the loop has been closed," she said. Tipsters can contact the Deschutes National Forest at 541-383-5300. In the grand scheme of vandals, litterers and ne'er-do-wells on public lands, a name scratched into a railing lands low on the list of offenses and normally wouldn't spark an investigation. This case is unique, Kern said, because Nelson had visual evidence to solve the crime. Kern said she hopes the furor over Nelson's photo sparks a broader conversation about preserving public lands. "Hopefully this gives people the opportunity to say, 'What's going on in my national forest or on BLM lands near me?'" she said. "'Are there issues that, when I go out there, I don't like seeing?'" So, what to do when you come across a vandal in the act of tearing up meadows, shooting up signs, or scratching up railings? First, Kern said, assess the situation. Is it safe to say something? Are other people around? Is there a way to escape if the person overreacts? "Have situational awareness," she said. "Everyone's safety in the national forest is our number-one priority." If you feel comfortable speaking up, do it, she said. But avoid language that could escalate the situation. If you're not comfortable speaking up, Kern said, contact the ranger's office during business hours. After-hours, call local law enforcement.
