Hagey was arrested Dec. 30 after allegedly buying methamphetamine from an informant during a Medford police investigation. He was placed on paid administrative leave from Dec. 31 to Jan. 3, earning pay of $1,038 on a Thursday and Friday. His hourly pay was $64.91, or $519.28 per day, according to information obtained from the county after a public records request by the Mail Tribune. Hagey was taken off paid administrative leave from Jan. 4 through March 15, records show. Assistant County Counsel Devin Huseby said he could not disclose what Hagey's status was with the county during that time, whether he was paid, or how much he was paid. Those details were redacted from the records the Mail Tribune received. Hagey was placed back on paid administrative leave from March 16 through March 25, earning $4,154 for eight weekday work days, according to county records. On March 24, Hagey sent a short email to the county stating, "I am resigning my position as Community Justice Director. Effective Friday, March 25, 2016, 5 p.m." Hagey's paid administrative leave ended with his resignation, Huseby said. Jackson County Administrator Danny Jordan said he has been advised by county counsel not to answer further questions about Hagey and referred questions to Huseby. But in a previous radio interview, Jordan said placing an employee on paid administrative leave can end up costing the county and taxpayers less in the long run because it reduces the county's liability. Huseby said Thursday he is not aware of Hagey filing any type of claim against the county. In Jackson County Circuit Court documents, Hagey's defense attorney, Carl Caplan, said Hagey had completed a residential treatment program and was receiving after-care treatment. As director of Community Justice, Hagey oversaw adult probation and parole, juvenile probation, the juvenile detention facility and the Community Justice Transition Center. Medford police began investigating Hagey after an informant claimed Hagey had been buying small amounts of meth from the informant at various Medford locations. Hagey pleaded not guilty Jan. 29 to a charge of methamphetamine possession. A court hearing on his case is scheduled for May 16, with a pre-trial conference set for May 23, according to court records. After Hagey's arrest, Jackson County's internal auditor checked transactions on Hagey's county charge card from April 2015 to Jan. 5, 2016. Card activity for the period totaled $2,588 and all transactions were appropriate and related to county business, according to a report on the audit obtained by the Mail Tribune after a public records request. All the petty cash in the Community Justice Department was accounted for, the report said. The adult probation program maintains a small quantity of methamphetamine, cocaine, heroin and marijuana for ongoing training of drug-sniffing dogs. Hagey and canine handlers had access to the drugs, the report said. "On January 6, 2016 all drugs were weighed in our presence and compared to inventory records," the report said. "All methamphetamine, cocaine(,) heroin, and marijuana were accounted for. The methamphetamine, cocaine, and heroin were tested in our presence to verify the presence of opiates. They all (sic) drugs tested positive which verified that they were illicit substances and not a substitution. There is not a comparable field test for marijuana." The Community Justice Department also has a small quantity of marijuana seized from clients that is retained in an evidence room, the report said. "A seizure record is completed upon seizure but the record forms are not pre-numbered. The K-9 Officer visually inspected and confirmed all seized marijuana was accounted for. Due to the lack of pre-numbered forms we could not verify that all seized marijuana is accounted for. However, given the practices relating to seizure and Oregon's marijuana laws, we believe there is a low level of risk that there is unaccounted for marijuana," the report said.
