If Measure 17-69 passes in the May 17 primary election, the 20-year bond levy would cost property owners in both counties 5 cents per $1,000 of assessed value. That's $10 a year for someone who owns a $200,000 home. The funds would support capital projects and facility improvements for health care, technology manufacturing, fire science, EMT training and computer science programs, RCC officials said. "Those programs are in such high demand," said RCC President Peter Angstadt. "Plus, employers want these skilled people right away." The money would qualify the community college for $8 million in matching state funds, with the possibility for $10 million more down the road. RCC officials say the projects would include construction of a new facility or the expansion and remodel of existing buildings at the White City and Medford campuses designated for health and career and technical education programs. They also would include a nurse-training facility and science education center on the Grants Pass campus, career and technical education classrooms, and labs at all campuses and satellite sites. Remodeling of a White City campus building into a technology center and construction of facilities for emergency services and fire training programs there also would be paid for by the levy. "We're just running out of the right type of facilities, basically the room to do this training correctly," Angstadt said. RCC last put a bond before voters in 2005 when it requested $24 million to help cover the cost of upgrading facilities and building the RCC/SOU Higher Education Center in downtown Medford.
