Learning to drive? You'll need a form Do you know a teenager who is turning 15 or planning to apply for a driver's license or instruction permit this summer? If so, teens are required to have a completed Statement of Enrollment form to obtain Oregon driving privileges - even when school isn't in session. Legislation went into effect last September requiring youth under 18 to show they are enrolled in school in order to obtain driving privileges. Statement of enrollment forms are available through school districts.
