The public hearing will be at 6 p.m. Monday, Feb. 1, in the Medford City Council Chambers on the third floor of Medford City Hall, 411 W. Eighth St. Commissioner Doug Breidenthal said there are many people who want to speak out about marijuana regulations, but they are at work during the day and can't come to afternoon public hearings. He encouraged residents to come to the evening hearing in February. "Please, please take a few moments and come on out and talk to us," he said. The afternoon hearings have attracted mainly those opposed to county regulation of marijuana grows. Many are people who are already growing marijuana, as well as individuals and business owners who want to enter the booming industry. The most recent hearing was on Wednesday afternoon. An October 2015 town hall meeting hosted in the evening by Breidenthal drew mostly residents concerned about negative impacts from marijuana grows. Breidenthal said commissioners need to hear a wide variety of opinions in order to understand the real impact of the marijuana industry on the community. After holding its own set of hearings in December, the Jackson County Planning Commission recommended numerous regulations, including a ban on the growing of for-profit recreational marijuana on land zoned for rural residential use. People would be allowed to grow medical marijuana, but plants would have to be set back from neighboring property lines by at least 250 feet. County commissioners ultimately will decide what regulations to adopt as they grapple with an expected marijuana gold rush triggered by Oregon voters' 2014 approval of a measure to legalize recreational marijuana. Medical marijuana already was legal in the state. Marijuana proponents have said property line buffers would block many small-scale growers and benefit large-scale commercial operators. They said marijuana could be a boon for Southern Oregon's economy — on par with the established wine industry. Supporters of more regulations have raised concerns about the skunk-like odor of maturing marijuana plants, barking guard dogs, growers camped out to guard their crops, noise, light, traffic and unsightly plastic used as fencing.
