Christian R. Mitchell, 25, was reportedly under the influence of drugs when his father called for police assistance at 12:22 p.m. at 1853 Medart Lane. Four hours later he finally came outside after SWAT team members deployed a "flash bang" device on the back porch, and broke front windows with foam batons and shot "pepper balls" inside. After some negotiation, Mitchell surrendered and left the residence around 4:30 p.m., said Lt. Todd Moran. Mitchell was in jail Tuesday, charged with resisting arrest and interfering with a police officer. Moran said Monday that Mitchell had called 911 several times over the weekend, drawing police two or three times to the Medart Lane location, off of Kellenbeck Avenue and Willow Lane. Each incident was defused without Mitchell being arrested. After yet another 911 call, police received a search warrant Monday allowing them to arrest Mitchell. Police set up a mobile command and began negotiating, both by phone and from outside the apartment. Medart was blocked off. Mitchell's father was coaxed out of the apartment around 2:30 p.m., Moran said, and shortly after that two SWAT vehicles showed up, with about a dozen officers. Mitchell has a long police record that includes unlawful use of weapons, which precipitated the response, Moran said. On July 22 of last year, Mitchell caused a section of G Street to be shut down when he implied that he had a bomb in his backpack. The Oregon State Police bomb squad was called in and had to dispose of the "bomb," which turned out to be electronics equipment taped together with wires and what looked like a battery pack, police said. In November 2014, he was shot and critically injured near the scene of Monday's incident. Police found Mitchell lying in Kellenbeck Avenue, apparently shot by a .45 caliber weapon. That case is still active, according to police. In Monday's incident, a citizen alert was activated by schools and by the police department, resulting in phone calls to thousands of local residents. Moran said the citizen alert went to more residents than it should have been, including residents in both Jackson and Josephine counties.
