Oregon Humane Society and Jackson County Animal Care and Control officials declined to release the name of the breeder, who they said is being investigated for possible animal neglect, until any charges are filed.  The animals were seized from 4716 Highway 238, where the breeder lives. She has been cited before for operating a kennel without a license, OHS officials said. The seizure included 51 dogs, eight of which were puppies, and 12 birds, OHS officials said. County shelter Manager Barbara Talbert said her agency had been working with the breeder for months to get her operation up to code and cleaned. But during their visits, shelter officials found a lack of required bedding for animals and both the dogs and kennels were stained with feces and urine. “When that wasn’t happening, then we asked Oregon Humane Society to come help us,” Talbert said. OHS transported 41 of the rescued dogs to its Portland facility, and the remaining 10 are being cared for at the county shelter. “That’s a huge number of dogs. We’re very well equipped to deal with rescues like this,” OHS spokesman David Lytle said. The breeds seized include King Charles spaniel, Lhasa apso, pugs, schnauzer and other small breeds. Amazon parrots, macaws and cockatoos were among the seized birds. Officials suspect some of the dogs have eye and ear infections because of the unsanitary conditions, but said veterinarians are inspecting and caring for each animal. County officials said some of the animals may also have dental issues. "It sounds weird to say, but they're being processed as evidence," Lytle said. "It's the unsanitary conditions that are causing the issues." Some of the dogs could be available to adopt within about 10 days, depending on medical needs, OHS officials said. The case remains under investigation. A woman at the Highway 238 property Wednesday afternoon declined to comment. She had with her two large dogs, which shelter officials said were licensed. Shelter officials said Best Friends Animal Hospital has been assisting with veterinary care for the 10 dogs the shelter took in, and that Land of Paws in Ashland is donating grooming services to clean the dogs. The property at 4716 Highway 238 was home to Bailey Kennels from 2004 to at least 2010, the last year the business was registered with the Oregon Secretary of State. The original owner was Patricia Bailey, who sold the property to William and Victoria Doyle of San Diego, Calif., in 2011, according to property records.
