Donald Courtney Biggs, 36, of the 200 block of Cottage Street, Jacksonville, was arrested on two charges of privacy invasion and one charge of second-degree burglary. He is lodged at Jackson County Jail on $1,025,000 bail. According to a police news release, Medford police began investigating Biggs on Nov. 29, after he was suspected of engaging in inappropriate texting with a 14-year-old female. Biggs was employed as an administrative pastor at Mountain Church at 1 East Main Street in Medford, and oversaw the church's youth program, according to police reports. The release states Biggs knew the juvenile through his work in the youth program. During the course of the investigation, Biggs is alleged to have secretly video-recorded a separate adult woman undressing at his home without her consent. Biggs was placed on administrative leave with the church during this investigation, and later resigned from his position. He was questioned on Jan. 15 after police responded to a burglary alarm at the church on Jan. 12. Officers observed wet footprints, but could not locate anyone inside. Initially church employees could not locate any property missing, according to the release. A search warrant was issued on Biggs' Jacksonville home at the conclusion of the interview. The investigation has revealed Biggs was responsible for the burglary at the church, according to the release. Investigators believe he unlawfully entered the church to steal computer hard drives. Investigators also confirmed that Biggs did secretly record an adult woman at his home. The release states police are investigating recent allegations that Biggs unlawfully recorded other females at various locations throughout Jackson County, some underage and without their consent. Computer equipment and other items were seized during the investigation. Police state analysis of the equipment can take several weeks or months, and that the case is still under investigation.
