Ashland police reported 36-year-old John Edward Lucier Jr. turned himself in late Thursday night. Deputy Chief Warren Hensman said he is cooperating with authorities. Hensman added digital evidence has been seized for analysis, but he declined to go into details on what it was. The case has shown the recycling center incident was not Lucier's first, police said. "Our investigation indicates he has clearly been doing this to unsuspecting women for a protracted period of time," Hensman said. He added Lucier was arrested on 10 counts of invasion of personal privacy, a misdemeanor, and an additional count of tampering with evidence. He remained lodged in the Jackson County Jail Friday afternoon on $44,000. Police suspect Lucier tried to photograph a woman under her skirt as she sorted through the free box at the recycling center, then fled in a truck when the woman confronted him.
