According to news release from the DA's office, investigators found insufficient evidence to charge Gwendolyn Seifer, 64, in the death of 65-year-old Stephen Michael Christopher, who was struck by Seifer's pickup April 7 in the store's parking lot. Christopher died three days later at Asante Rogue Regional Medical Center of injuries sustained in the collision. Surveillance video showed Seifer immediately stopped her vehicle after the collision, which happened about 10:30 a.m. as Christopher was crossing the pedestrian area of the parking lot toward the store. Investigation by members of the county's Serious Traffic Accident Reconstruction team determined she couldn't have been going more than 14 miles per hour at the time of the collision and that she hadn't been using her cellphone. A drug-recognition expert from the Medford Police Department found Seifer showed no signs of impairment from drugs or alcohol, the release said. Investigators concluded that Christopher might have stepped into a blind spot created by the pickup's door frame, a sunshade and after-market window tinting as he walked toward the building, the release said. He was knocked backward, striking his head and back on the pavement.
