There is no cell reception from the office, which is why newly-named L&C football coach Jay Locey goes outside the building to make calls. “We don’t have a Death Star here,” jokes L&C athletic director Shana Levine, using the nickname for Oregon’s six-story Hatfield-Dowlin football operations center. The NCAA Division III school doesn’t have an academic support center for athletes either. It doesn’t offer athletic scholarships, doesn’t belong to a conference with a television contract, and doesn’t have luxury sky suites in its football stadium. This version of college football is a world removed from the one Locey left earlier this month after nine years at Oregon State, the first seven as an assistant coach and the last two as OSU Coach Mike Riley’s chief of staff/director of player development. Locey’s life turned over three weeks ago when Riley abruptly left for Nebraska. Rather than attempting to follow Riley or look for another job on the Division I level, Locey opted to return to his roots. Before coming to OSU he was Linfield’s head football coach from 1998-2006, posting an 84-18 record and winning the 2004 NCAA Division III title. In some ways, Locey says, the differences between Divisions I and III are overstated. “I think they’re actually more similar than what many people would care to think about,” he says. “The goal at Oregon State was to develop kids. Mike Riley took that on. Obviously there was a big emphasis on winning games. But everybody wants you to win games here.” The thing is, L&C hasn’t won very often. In the 18 years since the Northwest Conference was re-established in 1997, the Pioneers have had one winning season. In 2005, the Portland school forfeited the entire NWC football schedule and contemplated dropping the sport. Hiring Locey, Levine says, is an emphatic declaration that the Pioneers are embracing football. It’s a business decision, she says, made for some practical reasons. Small, private colleges are expensive. Tuition at L&C this year carries a $43,000 price tag. Applications are down. More applicants are female than male. Because Division III schools don’t offer athletic scholarships, every player is a net addition to the school’s bottom line, not a subtraction. The costs to administer, coach and equip an 80-player team are tempered by the fact the football program plays just 10 games per season. “Honestly, rowing is more expensive,” Levine says. George Fox and Pacific, both small private colleges in Oregon, reinstated long dormant football programs for similar reasons. And football games turn into social events that attract alumni back to campus, another net positive. Of course, success helps everything along. This appears to be the largest stumbling block for Locey and the Pioneers. The contrast between L&C and Northwest Conference power Linfield is telling. While the schools are similar academically, there is a long-established football tradition at Linfield, which has had 59 consecutive winning seasons and claimed four national championships. Levine, who spent six years at the NCAA, doesn’t believe L&C is significantly different than many other schools at the Division III level. “You always have a vocal minority of people who are gung ho, and a vocal minority of people who are not gung ho,” she says. “I’ve found about 80 to 90 percent live in the middle. “If things are going well, they will come to a game. If not, it doesn’t really ruin their world.” Tom Smythe coached at Lewis & Clark from 1989-93, going 29-25 and twice taking teams to the NAIA playoffs. But Smythe and L&C acrimoniously parted over what he viewed as the school’s unwillingness to support his program. The school’s administration since has turned over. “If admissions give Jay a chance he’ll recruit scholar-athletes who fit L&C just like I did,” Smythe writes by email from Vienna, Austria. “We were successful because we found kids who met the standards at L&C.” Locey coached for Smythe at Lakeridge High School before migrating to Linfield. Smythe believes Locey is temperamentally better suited to work with administrators who might not have an athletic background. “Jay will do it better than I did,” Smythe writes. “You have to show them you are not trying to force feed football players who aren’t also good students on them.” That is an important part of the equation, because at L&C football players will have to be students first. If they have scholarships, they will be academic scholarships. “And they might have a work study job too,” Locey says. Locey, who was a professor at Linfield and taught classes in addition to coaching football, isn’t daunted. “The thing about Division III athletes is that they have a really, really strong intrinsic motivation,” he says. “They’re playing because they absolutely love the game. They are not getting any kind of financial advantage to do it.” Neither do they play on television, or in 50,000-seat-plus stadiums. ESPN College GameDay won’t be making a campus visit. The rewards, perhaps, are more internal than external. This is as true for the coach as the players. Locey isn’t making Nick Saban money at his new job.
