October 09. 2014 3:42PM White City foster parent accused of sexually abusing child Samuel Joseph Hicks Sheriff's deputies today arrested a 52-year-old White City man for allegedly abusing a child in his care. Samuel Joseph Hicks is being held in the Jackson County Jail on $1 million bail on charges of three counts of first-degree sexual abuse, two counts of second-degree rape, two counts of second-degree sodomy and two counts of second-degree unlawful sexual penetration.  According to the Jackson County Sheriff's Department, the arrest resulted from a four-month investigation which determined the abuse had occurred during the time Hicks was the victim's foster parent. Detectives have reason to believe there may be more victims who have not come forward, the news release said.
