Council President Donna Silva proposed the City Hall cameras, voicing concerns about employee accountability after a recent issue that involved a Bureau of Labor and Industries case against the city, which Silva described as "he said, she said." City Manager Rick Hohnbaum last year was accused of inappropriate behavior by City Recorder Mary Goddard and Budget Committee member Deb West. Goddard filed a BOLI complaint in November alleging that Hohnbaum repeatedly unzipped his pants and exposed his underwear in front of women, and that the council failed to do anything about it when it was reported. Goddard stated in her complaint that after she reported Hohnbaum's actions to the council, the city manager retaliated against her with disciplinary actions for taking two sick days and for incorrect wording on a time-off form, moved his desk to another office with a direct view of her desk, and "came to my desk and scratched his genitals in my face." West, in a letter to city officials dated Aug. 18, accused the council of a "lack of appropriate action concerning Hohnbaum's inappropriate, unethical, unprofessional conduct and most especially his abusive personal interactions to citizens in town and employees of the City of Gold Hill." Silva said Monday night that City Hall should be outfitted with cameras inside Hohnbaum's office, Goddard's office, another employee office, the copy room and City Council chambers. Councilor Gus Wolf said he felt cameras purchased for downtown businesses would be a better use of taxpayer dollars. Councilor Margaret Dials said installing cameras around the city or at City Hall should be better planned out. The two voted against the City Hall cameras, while Silva and Councilor Chris Stanley voted in favor. Councilors Karen Baker and Doug Reischman were absent, leaving Mayor Jan Fish, after a long silence, to break the tie with a yes vote. Silva alluded to the BOLI complaint a handful of times and said of the decision to put cameras in City Hall, "I think our insurance company might really like this." Contacted Tuesday by the Mail Tribune, Goddard, absent from Monday's meeting, said she was pleased with the council decision to install cameras. "I am glad the council took the direction to protect their employees by installing the cameras at City Hall," she said. "Hopefully this will deter any inappropriate behaviors in the future." Silva said Tuesday that she pushed for the cameras "for the betterment of our city." "It's nice to see the council work together to get through some of these problems," Silva said. The council tackled a handful of other personnel-related issues Monday, approving a personnel committee to be formed and agreeing to pay approximately $2,500 to host a class on council-manager-staff relations. The city plans to invite other cities to send employees to the class in order to offset the cost. In other business, Budget Committee members Monday requested a meeting to discuss available law enforcement funding. Budget Committee member Christine Alford said the city needs "to figure out how to use the money we already have to fund law enforcement before we ask for more." Alford said she disagreed with a proposed levy option and the use of cameras "instead of just paying for an officer."
