The most significant change in the proposal would prevent any net losses of students by requiring transfers to be a one-to-one trade with other districts, except when related to child-care needs. Students who have already received permission to transfer to another district would be allowed to remain through the highest grade their current school offers. The district also would permit transfers when another district offers an educational program that Phoenix-Talent does not. One class would not qualify as an educational program, district officials said. The board will decide on the proposal at 7 p.m Jan. 18 at Phoenix High School, 745 N. Rose St. Advertisement Out-of-district transfers cost the district about $500,000 in state revenue each year. That equals salaries for 10 teachers, district officials said. "The subject here is money," said Rick Nagel, the board's vice chairman. "However, that translates into providing a quality education to our kids." If approved, the revised policy would strengthen restrictions on transfers the board approved in 2001 when the district was losing about the same amount of revenue it is now. The bulk of the 181 students who have transferred out of the district attend Ashland and Medford school districts, resulting in financial gains for those districts and a loss for Phoenix-Talent. During the same period, only 82 students have transferred into the Phoenix-Talent district. The effect of the proposed policy would not be immediate because of the grandfather clause, district officials said. Over time, however, the district could expect to largely recoup its losses in state funding as a result of transfers, they said. "We have a fiscal responsibility to the kids who are here to keep the funds here if at all possible," said Laura Lotspeich, school board director. "But we also need to be as flexible as possible to give kids the opportunities they desire. I think we've compromised to meet those two objectives."
