Around 7:45 a.m. Sunday, SCCI staff discovered that Harlan Earl Brown, 44, and Daniel Oliver Fullmer, 39, were missing after both inmates failed to check in for scheduled medical appointments, according to an Oregon Department of Corrections news release. They are believed to have jumped the facility’s boundary fence. Both men are described as Caucasian males with brown hair and are about 5 feet 8 inches tall. Brown weighs about 185 pounds and has hazel eyes, and Fullmer weighs about 165 pounds and has brown eyes. They are most likely wearing blue jeans with the word “inmate” and the DOC logo stenciled on the knee or red shorts and a blue T-shirt with the word “inmate” and DOC logo stenciled on the front and back. Brown entered DOC custody Aug. 8, 2014 on two counts of second-degree burglary and three counts of first-degree theft and could have been released as early as Nov. 9, 2016. Fullmer entered DOC custody Oct. 16, 2014 on one count of unauthorized use of a motor vehicle and one count of possession of methamphetamine and could have been released as early as March 22, 2016. Oregon State Police are working with the Coos Bay Police Department and Douglas County Sheriff’s Office to find Brown and Fullmer. Anyone with information about the inmates’ whereabouts is asked to call 541-664-4600 or 911.
