Kate Brown says "there simply isn't a path forward" for a proposal to raise taxes, pay for transportation projects and repeal a carbon-reduction program. The Democratic governor said in a statement Thursday she's still committed to negotiating a transportation funding bill after the legislative session ends. But she says it should not be coupled with discussions about reducing carbon emissions. Nineteen House Democrats had put the governor and Senate Democrats on notice that they would not support proposed changes in carbon controls. Republicans have been united in demanding that the low-carbon fuel standard be repealed as a condition for them supporting a gas tax hike to pay for road and bridge construction. The fuel standard was signed by Brown just three months ago and requires a 10 percent reduction in emissions from cars and trucks.
