Comment MailTribune.com Writer Posted Oct. 6, 2015 at 12:01 AM Posted Oct. 6, 2015 at 12:01 AM » Social News Oct. 6, 1915 OFFER 2 PLANS FOR RELIEF OF CITY'S FINANCES The Medynski rebonding plan was knocked in the head and revived at the regular meeting of the city council Tuesday night, after an avalanche of oratory. Finally, after three hours of talk, a compromise was effected whereupon the Medynski plan and the Miles plan will go before the people at a special election to be held November 2. The Miles plan was introduced as a buffer and smooths out the fantastic and impractical portions of the financial child of Councilman Medynski. Judge W.S. Crowell was the intermediary that prevented the Medynski plan from being forever buried. The Miles plan is based upon the clearing of the pavement indebtedness without the issuance of any bond. It provides relief for the poor man by ability to pay, according to his means, and that his property shall be assessed according to its value, and further provides that owners of high rental property remit in full. The city under the plan will share 40 per cent of the burden for the small property owner. It tries to adjust the difference in worldly possessions and equalizes the burdens. Many of those who signed the petition for a vote on the Medynski proposition afterwards favored the Miles plan as more practical, and a means to clear the city indebtedness without impairment of credit. Colonel Sargent made a long speech. At its conclusion it was suggested that both the Miles and Medynski propositions be submitted to the people. A delay was asked to put both on the ballots. This was opposed by Councilman Medynski, who insisted that a vote be taken at once. It was. Result: Four against.
