Police seek sex offender Police are searching for a 19-year-old man who has absconded from sex offender treatment. A nationwide warrant has been issued for the arrest of Charles Earl Howard IV, Jackson County juvenile authorities said. Howard is on probation and was ordered to attend sex offender treatment following his admission of first-degree sexual abuse. He reportedly had sexual contact with a child who was under 10 years old, according to authorities. He is considered a risk to children and is likely to seek the company of young girls. He has lived in Medford and in Ashland. Howard is 5-foot-11, weighs 165 pounds and has blond hair and green eyes. Anyone with information on him should contact the Oregon State Police at 776-6111.
