Rogue River hires interim administrator ROGUE RIVER -- The city has hired retired Eagle Point city administrator John Luthy to serve as interim administrator when Kelly Madding leaves for Talent this week. After three years as Rogue River city administrator, Madding will wrap up her work Thursday and head down the highway to Talent, where she takes over as that city's administrator on Friday. It's the second time in three years the Talent City Council has hired a city administrator away from Rogue River. Leahnette York, who led Rogue River for 12 years, served as Talent's administrator for two years before taking a similar job in Columbia City last summer. Luthy, who has filled in since York left Talent in August, will take over Monday as Rogue River's acting manager until the city can hire a permanent one. Luthy worked as Eagle Point city administrator from 1994 until he retired in 1998. Before that, he managed small cities in California and worked in public education. Madding, 34, previously worked as an Ashland planner and in a similar position with the city of Eugene. She has a master's degree in public administration from the University of Oregon and a bachelor's degree in political science from California State Polytechnic University in San Luis Obispo. Madding said the move isn't so much about leaving Rogue River as it is about going to Talent. "I think the thing that attracted me is it's a real dynamic place with visionary leaders and good city staff," Madding said. "When I think about (Talent), I think of the words dynamic and progressive. I look forward to working in that environment."
