Oregon Road Conditions & Cams Email Story to a Friend January 4, 2006 Medford adds planning staff By MEG LANDERS Mail Tribune The Medford planning department continues bringing aboard new employees with two new planners who started work Tuesday. Kathryn Black is the new planner II, formerly classified as assistant planner, and Praline McCormack is the new planner I, formerly classified as a planning aide. Doug Detling, human resources director, said Black was previously a planner with Jackson County and McCormack was previously an office specialist in the planning department at the Rogue Valley Council of Governments. The recent hires happen on the heels of two new hires in November: Sandra Johnson and Carly Meske for planner II positions. And there’s more to come. The department has made offers for a planner II and planner IV position, but is not releasing names yet, said Detling. Rob Scott, planning director, admits there are a lot of beginners all at once in the department. Advertisement "Training’s a very major part of what we are doing right now," said Scott. Meanwhile, there have been several promotions within the department, and the system was revamped to create a career ladder, from planner I to planner IV, which did not previously exist, said Scott. The 19-member planning department has seen a high turnover rate, with 18 employees announcing their departure in five years. Scott has attributed stress and high turnover among planning staff to Medford’s high growth rate and the department’s heavy workload. Detling said there’s no particular reason for the positions being filled by women. "That just happens to run in cycles," he said. The new hires leave two positions to be filled, that of administrative support technician, vacated mid-December by Jennie Quayle, and that of assistant planning director Jim Maize who will leave Jan. 20. "Jim Maize’s position has not been (filled). My guess is that will be filled internally," said Detling.
