Mix-up imperils facilities strategy TALENT -- A mix-up with the publication of a legal notice means the city must reopen public hearings on its public facilities strategy. The ordinance, which is similar to a building moratorium, was adopted by the city council Feb. 17. The lack of adequate public notice means the ordinance could be invalidated. The planning commission will hear public testimony Wednesday, with city council consideration scheduled for April 7. City planner Nancy Kincaid described the delay as awkward because of the legal action against the city from the developers of the Oak Valley retirement community.
