I know green means go and red means stop, but it seems like a dangerous place to put what I believe means yield. Does everyone know what a blinking yellow arrow means? — Corky L. Medford Gary Leaming at the Oregon Department of Transportation and Eric Niemeyer, a traffic engineer with Jackson County, are keeping tabs on that new light, and here’s what they say. The signal was converted Oct. 19 in an effort to move traffic more efficiently, which results in shorter lines of cars waiting to turn left and get on the interstate. That blinking yellow arrow means turning drivers must yield to oncoming traffic and to pedestrians. The advantage of allowing a permitted left turn at intersections is that it cuts down on delay time to drivers.
