The new federal law goes into effect in 2017-18 and affords states greater flexibility over areas of standards and assessments, accountability, school improvement and educator effectiveness, said Deputy Superintendent of Public Instruction Salam Noor. “Those four categories are key components, but at the heart of the plan is, how do we serve students who have historically been under-served and need additional supports to be successful?” Noor said. Over the course of this month, Noor, in partnership with local education leaders, will host 11 community forums statewide, including one at 6 p.m. Wednesday, April 20, in the Medford School District Board Room, 815 S. Oakdale Ave. The purpose of the forums is to help local educators and community members learn more about the ESSA, ask questions and participate in small-group discussions about methods for measuring and ensuring student success. “Our goal is to gather as much information as possible about Oregonians' hopes, dreams and aspirations for their children,” Noor said. The information gained from the forums will help to inform state education officials as they begin to draft Oregon's ESSA plan this summer. Oregon Department of Education has assembled work groups around the four key areas of the plan, which should be available for public review and comment sometime early this fall, explained ODE spokeswoman Meg Koch. As part of their plan, states will get to adopt standards in reading, math and science; to choose to use annual summative assessments or multiple interim assessments; to create an opt-out policy for participation in assessments; and to choose how it will measure the quality of a school and the learning happening there, among other things. The ESSA gives states the latitude to create their own model for implementing the ESSA, specific to their individual priorities and values, explained Medford schools Superintendent Brian Shumate, who also is serving on Noor’s ESSA Advisory Committee. For example, Oregon could choose to replace the Smarter Balanced assessment at the high school level with another nationally recognized test, such as the SAT or ACT. State education officials said it is too early to say how the changes will affect students and teachers or how it will impact federal funding.
