The proposed five-year option tax would allow the town to maintain a five-member police force and keep the police clerk's position at full-time, said City Administrator Mark Reagles. If passed, the levy will impose a tax of 67 cents per $1,000 of assessed property value — or $134 per year on a home with an assessed value of $200,000 home — beginning fiscal year 2007-08. Rogue River placed an identical levy on the November 2005 ballot. The levy received majority approval from those voting, but ultimately failed because it failed to draw the minimum 50 percent voter turnout state law requires for money measures to pass. Reagles said the city has paid for a fifth officer and full-time clerk in the current fiscal year. But costs have risen to a point where the city's general fund can no longer support current staffing without the additional levy, he said. "They've realized the budget can't afford to maintain these positions without the revenue from the five-year operating levy," said Reagles. "We have a little financial cushion, but indications show we can't continue with these costs without dipping into our beginning fund balances (a sort of budget reserve source)."
