Mira Farms on Missouri Flat Road has close to 20 horses, said Wym Matthews, director of the Confined Animal Feeding Operation program of the Department of Agriculture. Matthews said his agency received a complaint about the runoff from a neighbor following heavy rain in December. "The day we did an inspection, it was raining hard and there was a lot of runoff," Matthews said. Matthews said some manure piles on the 5-acre property were uncovered, which the owner disputed. Mira Farms paid a similar fine in 2012 over the same issue. Owner Roseanne Rogers appealed the recent fine to an administrative law judge to no avail, Matthews said. She could not be reached by the Daily Courier for comment. Mira Farms came under scrutiny by the Josephine County Health Department in February 2015 when a visitor caused a storm on social media after posting a photo showing horses thigh-deep in mud. Animal Control followed up, and one horse was taken to a rescue organization in Roseburg. At that time, county officials said Rogers was ordered to clean up the living quarters for the animals within 10 days or face penalties including possible criminal charges. During 2015, the Confined Animal Feeding Operation program had 502 permitted facilities in Oregon. Staff did 708 inspections and issued 39 notices of noncompliance. Of those, 10 resulted in a total of $23,040 in civil penalties.
