5 JSSA has a relatively new charter that 
s still in the process of being defined. 
Due to problems with evader and POW 
support during Desert Storm, the 
director of the Joint Staff and the 
Assistant Secretary of Defense for 
Regional Security Affairs (ASD/RSA) 
hartered JSSA to be the joint and DoD 
sA for POW/M3 A matters. 



> A CJCS-directed Joint Evasion and 
ecovery Conference in January, 1994, 
jcommended fixes to SERE and CSAR 
roblems encountered in Desert Storm 
id Restore Hope. A key conference 
?oommendation was that an EA be 
^pointed to act as the joint CSAR 
>mmunity advocate and program 
)ordinator. JSSA was asked to play a 
;ntral role in coordinating CSAR on 
ihalf of the joint community. While Air 
imbat Command has been assigned the 
SAR EA role, JSSA retains the joint 
sponsibility to coordinate CSAR and 
her recovery options into a cohesive, 
nt personnel recovery capability. 



© JSSA advocates the integration of all 
personnel recovery (PR) functions within 
a single agency charged with integrating 
these capabilities into a seamless, joint 
program cycle:

3 First, what does SERE stand for? 
While an acronym, SERE is also an 
tccepted generic term for Survival, 
ivasion. Resistance and Escape. 

> JSSA is the Executive Agent action 
iffice for executing three Department of 
)efense-wide programs that ensure all 
lilitary personnel receive appropriate 
;vels of SERE instruction for use 
ombat, governmental detention, or 
urorist kidnapping. JSSA also assists 
ammanders in the recovery, repatriation 
nd debriefing of evading or captive 
>oD personnel. Every uniformed 
iember of the Armed Forces is exposed

© The first and oldest JSSA charter was 
given the Air Force in 1953 following die 
Korean War: EA responsibility for joint 
evasion and escape (E&E) matters on 
behalf of the Joint Chiefs of Staff. JSSA is 
under the operational direction of the 
Joint Staff/J3 in the execution of joint 
E&E programs. 

© Within JSSA, the Operations Support 
QSSA/DO) and Technical Services 
(JSSA/TE) Divisions have E&E program 
execution responsibility to include... 



□ Assisting Theater commanders and the Services in 
the planning and execution of the repatriation and 
debriefing of recovered US evaders or captives. 



© JSSA's second major charter is to be 


the focal point for the development and 
evaluation of all Code of Conduct (CoC) 
related training in the Department of 
Defense. JSSA is directly accountable to 
the Assistant Secretary of Defense for 
Personnel and Readiness for ensuring 
that all uniformed personnel in DoD 
receive appropriate CoC-related SERE 
training at one or more levels of 
instruction... 

♦ LEVEL A : Entry level familiarization braining in 
the CoC and its meaning—provided to every 
uniformed member of DoD upon entering service 

♦ LEVEL fe More detailed in-unit rhsomm 
instruction for personnel assigned to missions 
entailing a moderate risk of captivity 

♦ LEVEL C: Extensive classroom, laboratory, and 
exercise SERE training for personnel assigned to 
missions with a high risk of captivity*
