Nevertheless, the highest estimate of need (145 acres) is probably the most realistic. This does not include land needed for public rights-of-way and other public facilities. Nor does this account for land use re gulations that may reduce devel opable land such as building setbacks, maximum lot coverage, or o ff street parking facilities. As explained in detail below, there are no required building setback, maximum lot coverage, or minimum o ff street parking requirements in Medford’s central business district. Although it did not a ffect the calculations directly, it is wo rth mentioning that there is no maximum building height standard in Medford’s downtown either. Rega rding public rights-of-way, development of vacant land and redevelopment of existing prop erties in downtown Medford is expected to occur within existing blocks bounded and se rved by existing public ROW. Additional dedications of public ROW are not expected, and therefore do not need to be considered in determining “gross” land need.
