To im plem ent a traffic calm ing program , the City of Medford should involve affected neighborhoods in considering all of the aspects in the “toolbox” of potential strategies to determ ine what action(s) will be most effective in addressing the perceived problem and what will be the m ost effective to the affected com munity . Traffic calm ing design involves both science and art. The following are guidelines for traffic calm ing best practices: • Traffic calm ing planning should incl ude adequate public involvem ent. • Involve experts fam iliar with the latest tr affic calm ing resources and design standards. • Planners should consider a variety of traffic cal ming devices, rather than rely ing on a single ty pe, such as speed hum ps or rum ble strips. • Traffic calm ing projects should support m ultiple objectives, including enhanced street aesthetics, improved walking and cy cling conditions , as well as controlling traffic speeds. • Stop signs should not be used as traffic calm ing de vices. Many studies have shown that average travel speeds can actually increase between stop signs if it is perceived that there are too m any of these devices. • Devices that are new to an area should be im plem ented on a trial basis with adequate signing. For exam ple, the first traffic circles in an area s hould have signs showing the path vehicles should follow. After a few y ears such signs becom e unnecessary . The City of Medford currently implem ents tra ffic calm ing strategies through the land developm ent process as necessary and appropriate. However, no signi ficant program exists for the installation of traffic calm ing devices on existing streets. The need for traffic calm ing is indicated by frequently public concern for speeding, high traffic volum es and other tra ffic-related problem s that affect the quality of life along the City ’s neighborhood streets.
