In addition, while the TPR and the RVMPO Altern ative Measures package ai m to include bicy cle
facilities on m ost arterial and collector streets, the TSP recognizes the physical limitations on some
roadway s in the Medford UGB. Lim ited right-of-way , presence of m ajor utilities that would require
relocation and other factors would generally preclude the reasonable im plem entation of bicy cle facilities
on a num ber of streets including portions of Barnett Road and Crater Lake Avenue, and these lim itations
were considered in the developm ent of improvem ent strategies. Table 10-3 describes each strategy and
identifies relevant polices that could be satisfied by the strategy .

The strategies listed above directly and indirectly respond to the bicy cle sy stem planning policies dictated
by the TPR, RTP, and the City ’s Comprehensive Plan . To vary ing degrees, the strategies also reflect the
goals of the Medford Vision Strategic Plan, the Jackson County Bicycle Master Plan and the RVMPO
Alternative Measures package. While m any policies do not relate to the actual phy sical expansion of the
bikeway system , they are equally important to the overall bicy cle network. Provision of supportive land
uses, bicy cle storage facilities and routine bikeway maintenance all contribute to im provem ent of the
bicycling environm ent and encouragem ent of bicy cling as a transportation m ode of choice.
