EU
The EU is engaging ASEAN through a mix of
regulatory cooperation and financial support.
The EU-ASEAN Energy Dialogue (launched in
2022) coordinates policy, reform and renewable
deployment,132 while the Global Gateway supports
sustainable infrastructure to boost ASEAN’s
green transition and connectivity.133 The EU has
already allocated €105 million in grant funding,
part of an indicative €180 million allocation to
support green transition projects across ASEAN.134
The EU provides technical assistance, capacity
development and opportunities for dialogue and
peer learning through Technical Assistance Facility
to the Green Team Europe Initiative.135
US
The US is driving ASEAN engagement via the Indo-
Pacific Economic Framework136 and Clean EDGE
Asia,137 prioritizing energy security, sustainable
development, and clean energy transition. In
2023, the US announced $5 billion in public and
private financing for digital infrastructure, transport,
healthcare and smart cities.138 Additionally, to
accelerate the development of sustainable critical
mineral supply chains, the US is collaborating with
Indonesia under the Minerals Security Partnership.139
Ports are the engines of global industrial transformation – and
Bintulu and Samalaju Port are stepping up to lead. By advancing
digitalization, automation, low-carbon energy and investment
facilitation, we are enabling a new generation of green, globally
connected industries.
